11.3 Retail Sales

Retail sales are intended to give agencies an opportunity to offer low-cost property directly to their local communities

These sales are particularly suited for the disposal of office furniture and small items; however, they may not include electronics, and the original acquisition value of an item must be less than $5,000 to qualify.

Retail sales are not intended to bypass other disposal methods that generate higher returns or ensure equitable acquisition opportunities.

Items with an expected return of $50 or more should be offered through an internet auction.

State employees may participate in retail sales, but such sale opportunities must be made available to all employees.

A retail sale requires the following steps:

  1. The custodian entity enters the transaction request in Asset Works, selecting RS as the method, and providing buyer contact information under “Receiving Agency.”
  2. The entity manager approves the transaction.
  3. Surplus receives the request.
  4. Surplus conducts the sale and sends the buyer an invoice.
  5. The buyer pays through the online payment portal and is issued a bill of sale. The buyer will present the bill of sale at the appointed pick-up time as proof of payment to remove property.
    1. Buyers have five business days to pay and remove the property.
  6. The custodian entity completes the physical transfer.
  7. The custodian entity removes the asset from its property inventory records.
