6.4 Sales to State Employees
6.4 Sales to State Employees
State employees other than DOAS employees are permitted to participate in the public sale of surplus property. To prevent the appearance of impropriety and in keeping with the Governor’s Code of Ethics, DOAS employees and their immediate family members are prohibited from participating in any sale, auction, or transfer of surplus property to the public. [O.C.G.A. 50-5-141(b)]
All other purchasers (including but not limited to state employees and their family members) must certify that any transactions in which they are involved do not and will not violate the provisions of O.C.G.A. 45-10-20 in any respect.
A state entity may offer the opportunity for state employees to purchase state property that is being disposed of if the expected return is less than $50. If the expected value of the property is greater than $50, a state entity should submit the item to public auction, in which state employees can also participate.
See 14.4 Electronic Disposal Options for special instructions on the sale of electronic equipment.
