SID JOHNSON

|
Sid Johnson serves as the commissioner of the Department of Administrative
Services. A veteran of Georgia state government for more than 15 years, he previously
served in prestigious roles including administrator for the Governor's Office of
Consumer Protection, director of Stimulus Accountability, and director of implementation
for the Commission for A New Georgia. Other career highlights include service as
a faculty member at the Carl Vinson Institute of Government at the University of
Georgia and congressional staffer in Washington D.C.
Adding to his public experience, Mr. Johnson brings private sector perspective to
his duties. He was partner and general manager of The Leadership Center, a leadership
development firm in Atlanta, and worked in investment banking for SunTrust Bank.
Mr. Johnson earned a bachelor's in business from University of Tennessee and a master's
in government administration from University of Pennsylvania.

GINA TIEDEMANN

Operations

|
Gina Tiedemann, CPM, serves as the Assistant Commissioner of Operations,
which includes Risk Management Services, Office of Fleet Management, Surplus Property,
and Administration. Prior to serving in this role, Ms. Tiedemann was the Director
of Customer Advocacy for the State Purchasing Division. Prior to joining DOAS, Ms.
Tiedemann served as the Team Georgia Connection Director at the Georgia Technology
Authority (GTA). Prior to that, she was the GeorgiaNet Division Director at GTA.
Ms. Tiedemann has worked for the state of Georgia in various leadership capacities
since 1984.
Ms. Tiedemann earned a Bachelor of Business Administration degree in Management
Science from the University of Georgia.

LESLIE LOWE
Assistant Commissioner

|
Leslie Lowe, serves as the assistant commissioner of procurement.
A 26-year veteran of the State of Georgia, she previously worked as the chief financial
officer for the Department of Early Care and Learning, legislative liaison for the
Department of Corrections, and controller and director of Central Services for the
Department of Administrative Services.
An experienced leader with a strong background in government procurement, financial
management and legislative responsiveness, Ms. Lowe earned a bachelor's in political
science and religion from Duke University and a Master of Public Administration
from the University of Georgia. She is an Association of Government Accountants'
Certified Government Financial Manager (CGFM).

Joe Kim serves as the Director of the Office of Legal Services.
Mr. Kim earned a Bachelor of Arts in International Relations and Political Science
from the University of Southern California and a Juris Doctorate degree from Boston
College Law School.

PAUL KURTZ

Following three years of managing Georgia’s state card programs, Paul Kurtz has accepted a new challenge as director of business performance for the Department of Administrative Services (DOAS). In his new role, he will be responsible for performance metrics, customer service and marketing to DOAS’ local and state entity customers. Relying on skills obtained over a 20-year career, Paul will oversee a wide range of activities in the Commissioner’s Office.
Prior to joining DOAS, Paul was a national relationship manager with Chase Paymentech, where he managed a $4 billion portfolio of national clients including Tiffany & Co., Timberland and Foot Locker. He also has previous experience managing government and university accounts at First Data merchant processing alliances and worked on the issuing side of the credit card industry with companies including The Home Depot, Circuit City, and GE Card Services. His responsibilities have ranged from fraud investigation and management to marketing. Paul earned his Certified Purchasing Card Professional (CPCP) designation from the National Association of Purchasing Card Professionals (NAPCP) and holds a bachelor’s degree in criminal justice from the University of Georgia.

ROBERT BENDER

Bob Bender serves as Director of Human Resources for DOAS, and
has over 20 years of senior HR leadership experience in private industry supporting
high tech, financial services, consulting services, and business services environments.
Prior to joining DOAS, he served as the Regional Vice President for HudsonMann a
Human Resource Outsourcing firm. Bob earned a Bachelor in Business Administration
from Ohio University, and a Masters in Business Administration from the Executive
MBA program at Georgia State University. He also is certified as a Senior Professional
in Human Resource.

LISA PRATT

Risk Management Services

|
Lisa Pratt serves as Director of Risk Management Services. Lisa brings more than twenty-five years of claims and risk management experience in the government sector. As a veteran employee of DOAS, she provides professional knowledge and expertise in the areas of safety, loss prevention, claims mitigation and claims management. She also serves on the WC Appeals Board for the State Insurance Commissioner and the SBWC Chairman’s Advisory Council.

STEVE EKIN

Surplus Property Division

Steve Ekin serves as the Director of the Surplus Property Division.
Prior to joining DOAS, Mr. Ekin was the Director of Operations for an international
import company where he was responsible for daily operations and logistics of a
high volume distribution/manufacture facility.
Mr. Ekin earned a Bachelor of Science in Business Management from the University
of Phoenix and is a Certified Professional Property Administrator from the National
Property Management Association. He is retired from the US Coast Guard.

ED FINNEGAN

Office of Fleet Management

|
Ed Finnegan serves as the Director of Office of Fleet Management.
Prior to joining DOAS full time, Mr. Finnegan was a contractor setting up the in-house
Auto Liability Program. Since joining the state, he has overseen the Report My Driving
Program, created two safety/coverage videos viewed by over 65,000 state employees,
revamped the Recovery Program, and supervised the Indemnification Program as well
as the Unemployment Program.
Mr. Finnegan has a bachelor's degree from LeMoyne College in Syracuse, NY and has
spent nearly 40 years involved in Risk Management and Fleet issues.

JOHN BARMANN

Information Technology

|
John Barmann serves as Director of Information Technology for DOAS.
He is an experienced leader with a strong background in both technology and business
management. He has spent the majority of his is 18 years in the IT field identifying
the technology needs for organizations, designing solutions, and managing delivery.
John has a degree in Mechanical Engineering Technology from Cleveland State University
and has certifications in both Six Sigma and ITIL.

PAULETTE PETTY

|
Paulette Petty serves as the Director of Fiscal Services for DOAS.
Prior to joining DOAS, Ms. Petty held the position of Assistant Director of Fiscal
Services for the Department of Human Resources where she oversaw all fiscal functions.
She has 9 years experience working with State agencies in the field of finance.
During her service to DOAS, Ms. Petty has helped establish the development of a
new state agency, Georgia Aviation Authority and directed efforts to improve internal
controls and financial reporting.
Paulette earned a Mansfield Business College Diploma in Business Administration/Accounting,
a B.S. in Accounting from DeVry University and a M.B.A. from Keller Graduate School
of Management.
